The Government of French Polynesia selects Arcome to define interconnection rates for the fixed telecom network

  • April 22, 2004Regulated information

The French Polynesian Government chose Arcome, a SoluCom Group company, in a public tender to survey reference rates for connections on the Polynesian fixed telephone system.

The project

In order to prepare for the arrival on the market of mobile telecom operators and Internet Service Providers (ISPs), the Post & Telecommunications Code requires that there be a reference interconnection rate. This rate will serve as a basis for making interconnection agreements between competing operators.

Arcome's mission

Arcome has been retained to carry out this task in two stages:

– Define rate content, the technical framework for interconnection, costing models, financial models, and lastly the rates for 2004 and 2005.

– Propose an action plan and draft the regulations, in order to prepare for the implementation of the rate.

Arcome offers expertise at the service of players and regulators in the telecommunications market

Over many years, Arcome has acquired true knowledge of the context and regulatory applications of telecoms throughout the European markets. Together with operational regulatory know-how, and in the context of the opening up of the telecom markets, this expertise lets it support its clients who are operators or players in the telecom markets to obtain the maximum benefit from regulatory frameworks.

As the Arcome CEO, Jacques Buisson, says, “Total knowledge of French and European regulations allows Arcome to take on many regulatory projects, both for the Telecommunications Regulatory Authority and for operators and services suppliers. We have earned a reputation in Europe for telecoms regulations issues, which led the Polynesian government to select us”.

For the record, Arcome has made a considerable contribution to European regulations by way of studies for the European Commission, the ETO (European Telecommunications Office), the Telecommunications Regulatory Authority, as well as for CMT (Comision del Mercado de las Telecomunicaciones), the Spanish regulatory body.

Arcome has contributed in particular to the preparation of Codes of Conduct for interconnection and to the opening of networks for the EIF (European Interconnection Forum) and for the ETP (European Telecom Platform).
