At the Vendor & Third Party Risk Europe conference in London earlier this year, a clear theme emerged from attendees: AI pilots are being paused or shelved by large organizations – not because of tech limitations, but because of a lack of AI governance. Their Legal, Risk Management and Compliance teams were simply unable to sign off on the use of AI in the absence of robust AI compliance and control frameworks.
The message is clear: until the right governance guardrails are in place, scaled AI deployment simply won’t happen. Given AI-related technology and capabilities are moving quickly, 2025 seems to be an inflection point for organizations.
This underlines the importance of Boards’ ensuring the organization has the right oversight, visibility, and understanding of how AI will be developed, deployed, and used by the organization before scaling AI across the business.
Without strong AI governance, even the most promising initiatives risk costly investment mistakes, delay, or reputational damage. The challenge is about visibility, control, accountability, and managing risk – and action needs to be taken now, before AI moves faster than the organization can manage it.
AI Governance: your license to scale
What’s clear across industries is that a key reason that AI stalls is a lack of trust, oversight and compliance – often from Business peers, as mentioned.
In this environment, governance shouldn’t be seen as a barrier, but a green light. AI governance is the system of strategy, culture, and safeguards to enable AI to be developed and deployed ethically, legally, and sustainably.
It answers the most pressing Board-level questions:
- Are we exposing the business to unmitigated regulatory or reputational risk?
- Do we have clarity over which AI systems we’re using – and who’s accountable for them across the enterprise?
- Can we explain how these models make decisions throughout the model lifecycle?
- Do we have effective and proportionate controls in place to prevent model anomalies occurring or unintended consequences?
If the answer to any of these is uncertain, your organization is not yet ready to scale AI responsibly.
Regulatory compliance is now a necessity
For years, businesses operated in a regulatory grey zone when it came to AI, but that time is over. The regulatory environment is increasingly becoming complex and fragmented when it comes to governing AI.
- Within the United Kingdom there is no dedicated AI Act, but this could change quickly with the reintroduced Artificial Intelligence (Regulation) Bill and development of HM Government’s AI Opportunities Action Plan published on 13th January 2025. Instead, for the time being, existing legal frameworks (e.g. the General Data Protection Regulation (GDPR) and the Data Protection Act 2018) will continue to apply, together with existing equality and consumer laws (e.g. the Equality Act and the Consumer Duty Regulations) will continue to protect against biased or unfair AI outcomes
- In contrast, the EU AI Act is the first harmonising cross-sector law of its kind purely focussed on regulating the deployment and use of AI products and systems within the EU marketplace. It requires companies to define what constitutes AI, assess systems against clear risk categories, avoid prohibited uses, and implement oversight for high-risk applications
- Equally, looking across other global jurisdictions we are also seeing rapid developments and fragmentation in the development of AI-related laws and regulations or amendments to pre-existing legal frameworks. Therefore, when looking at developing or maturing governance arrangements for AI, organizations must have a firm grasp of existing and evolving laws
It’s important for Boards to note these laws are enforceable and constantly evolving, with timelines already in motion. High-risk AI systems, such as those used in HR, finance, or customer interactions, must meet strict governance and documentation standards.
Non-compliance will mean more than fines; it will erode customer trust and stall innovation pipelines. It’s important to remind ourselves that reputational risk and its impact continue to remain the hardest and longest risk to overcome which can significantly impair an organization’s business, revenue, customers, and shareholders.
Good governance is competitive advantage
Effective governance is about much more than ticking legal boxes. Fundamentally, it means making sure your AI approach fits your business strategy, risk appetite, and brand values – so when its time to scale, you can do so with confidence and control. This includes:
- A clear AI strategy and set of guiding principles aligned to the company’s values and goals
- Oversight structures and decision-making forums defining who owns what, and how AI is evaluated
- Risk management processes that assess AI-specific threats from algorithmic bias to data leakage and model drift
- Operational controls that support auditability, traceability, and human oversight at every stage of the AI lifecycle
Done well, AI governance builds the internal trust needed to move quickly – and the external credibility needed to lead in your market.
The risks of waiting
Many Boards are still operating under the assumption that AI risk can be handled like any other digital initiative. But AI is different; it learns, evolves, and can make decisions with real-world consequences and rapidly in real time. This is what makes it so powerful – but also so hard to control.
Organizations that fail to get ahead of AI governance face three critical risks:
- Regulatory exposure: Without defined risk classifications, model documentation, and control processes, compliance with laws like the EU AI Act will be impossible
- Reputational damage: Customers, employees, and shareholders are watching how AI is used; a misstep can undermine trust and brand equity overnight
- Lost momentum: Innovation teams may build brilliant models, but without governance, these models won’t be approved for deployment, creating costly bottlenecks
Our Global AI Survey 2025 makes it clear that these risks are well-acknowledged by technology leaders; the the biggest risks being ‘Security and data privacy’ (43%), ‘Regulatory and reputational exposure’ (38%), and ‘Ethical concerns (36%)’.

What CEOs and Boards must do now
Crucially, the challenge is one for business leaders to address and should not be delegated to technology teams alone. Here’s how to move forward:
- Put AI governance on the Board agenda: Treat it as a strategic enabler, not just a compliance task but one that will enable the organization’s strategy within the board’s risk appetite
- Ask for an organization AI model inventory and risk assessment: Know where AI is being used today and how it’s being governed
- Mandate a governance model before approving scale: Ensure there is a clear structure defining ownership, oversight, and risk controls
- Support cross-functional accountability: Governance requires collaboration between legal, risk, compliance, data, IT, and business units
- Invest in AI literacy and leadership alignment: Boards must understand the implications of AI – not just the opportunity, but the responsibility to drive and embed a cultural understanding across the enterprise
